Torts was carefully noncommittal about the schedule to turn this team around, i.e., he wants the leeway to spend his first season evaluating his roster - and word was the FO doesn't expect to make the playoffs but doesn't want a product that's embarrassing to watch. Torts will deliver the later, the team will be "hard to play against," but that doesn't mean physical, but disciplined and high energy, contesting the puck over 200 feet. He doesn't need a big name FA to build that kind of team his first season.
Fletcher has repeatedly said they need top players under 25, and I think Torts would be more comfortable with a young player that he can mold, than an big name veteran with whom he has no previous relationship.
I'll say this in terms of management. While I think if he did get another full year in him, he could do something decent, but with his last year and a half for performance, it's a tough area, especially since his cap is 3M, and the Flyers are already getting cap overage charges for the upcoming season. With Lindblom bought out, he would give the team $333,333 back in cap space (so basically, with the buyout he would be -$3,333,333 for the 22-23 season), but cost $666,667 against the cap next season. Yes, the Flyers are a bit lax on LW, but I know Konecny could be moved that way and Cates could also still be on the LW on the 3rd or 4th line.
Did anyone say if Brink ever played LW in NCAA? I could of sworn someone said he did.
But yeah, for management reasons and cap reasons, there is a definitely argument to buy him out.

I think you're conflating the previous season with this past one. He's definitely worth giving another season.

If it's 1-2 slots, sure. I like Nemec over other options, too. My worry is that he goes #2 to NJ, and I don't think they're inclined to trade back to 5. Also, if we trade up to #2, I suspect Fletcher would take Cooley anyway.I'm fully okay with moving up the 1 or 2 spots then.
