Meaning he can pass as a #1 for a little while until his play drops and teams don't keep him. No one gets rid of a legit #1 d-man, those are rare and teams keep them forever. Moving around shouldn't preclude him from being a #1D though. If that is the measuring stick, Pronger played on 5 teams. Coffey played on 9 IIRC.
He's got flaws and he's not a perfect defender, but he's a #1. Hamilton is just the wrong mix of a guy to the point where teams just don't want to build around him (if he was more willing to take less money, I think he would have stuck somewhere long-term). An excellent player to supplement as strong core, but not a guy you desire to build around. Every playoffs he's good for at least a couple WTF moments.
And yes I'm aware Paul Coffey was not exactly Doug Harvey in his own end, but those Oilers and Penguins teams he played for DGAF about defense anyway.

Well good thing he’s paired with arguably the best outright defender in the NHL.I wouldn’t be comfortable at all with Dougie Hamilton as the #1D if the plan is to win a cup. Dude is a gentle giant, doesn't perform that well in the playoffs and ideally needs his partner to do the defensive heavy lifting.
It's not a surprise that teams and fans have no issues losing this supposed top #1D.

Siegenthaler is an astoundingly good defensive defenseman. His underlying numbers are off the charts. Washington was sooooooooo stupid giving him away because Laviolette just happened not to like him.
