the NHL ruled that a franchise can win the lottery no more than twice in a five-year span.
That isn't exclusive to the first overall pick: It means a team can't advance by reason of lottery win more than twice in a five-year span.
So Buffalo and Devils can't win

As other people have pointed out, previous wins don’t count, but even if they did the Devils still could win. Nico was in 2017.

pretty hard to say no to this other than Hischier has turned a major corner offensively and he's the captain of the club. But value is pretty good.

I don't think any GM would be dumb to trade 1st OV for a goalie prospect. the best goalies prospect usually doesn't crack top10 in their draft, let alone trade 1st ov for one of them. Askarov seems like at least two years away, that won't help the Devils any more than just keeping the pick.

I mean look how many picks philly spent on goalies over the years

If they target one of the top prospects ready to make a jump along with other picks and prospects

The consensus number 1 overall is a non-generational center, a position the Devils are set at for the next decade. The Devils score a lot of goals as is, and have a top five prospect pipeline.

I could see them trading the pick for Spencer Knight and something else or Askarov, depending on what the political situation with Russia (NOT INVITING COMMENTS ABOUT UKRAINE) is by draft day. I imagine this would work for the Panthers/Predators.

If not a goalie, I could see the Fitzgerald agreeing to trade the pick for Brady Tkachuk or Matthew Tkachuk (if a long term deal were worked out ahead of time).

As it stands now, it’s a distinct possibility the Devils end up with the pick. Interested to see what fans of other teams would be willing to trade for it.

What do the Habs have to add to their 1st round pick to get the 1OA?

What about the Habs 1st plus the Calgary 1st?

Colorado drafted Mackinnon while having O'Reilly, Stastny, and Duchene down the middle. It would be akin to trading Mackinnon for Vasilevsky or Subban at the time.

Having too many centers is a good problem to have and you deal with it when it comes to a crossroads.

The value is higher to hold the pick and sell Hischier or Wright as a U25 high end center.

Of course, that’s risking that Wright busts.

The only deals that I would see as feasible, would be Buffalo, Montreal or Arizona. If their first pick is high enough, it's possible that NJD would entertain swapping the 1st OA, for two/three picks in the first round. For example, maybe if Buffalo's first is top three and their second is 15... maybe... Montreal needs a C, so maybe they'd move a top 3 + other first round, plus very early second round?? Arizona should have three first round picks, but they need help in so many spots, it wouldn't make sense for them.

Honestly to the Habs,

for their pick (3-5) + Calrgary's 1st maybe a little extra.

Basically Wright for Nemec/Jiricem + late 1st

Don't think I would do it but I could see it happening.

If they’re not comfortable with Wright, you draft Slafkovsky. It’s not that hard of a choice to make.
If we can trade down and ensure we get Slafkovsky Jiricek or Nemec , why not add assets to trade down?
I thnk that’s what the OP is asking. However , I can see the Devils Having Slafkovsky as their #1 target amd won’t piss around amd just take him at #1 if it can’t be assured teams will pass on him
