Giants have a need, play in his hometown, and have a relatively easier path to the postseason.

I can’t imagine him going to some team like the Yankees though unless they drastically overpay.

I think the Jays will have to overpay a lot if they want to keep Semien. Losing Semien will suck but Biggio can play second and if they can get Jose Ramirez at third they won't miss Semien at all.

Re-sign Ray and Semien, trade for Ramirez. Dream off-season. Basically an all-star at every position, especially if Kirk and Jansen are the real deal. Ramirez would be very, very expensive, I realize this. Still signed cheap for 2 more years. Use Pearson as the main chip going back?

The only thing I question for the Giants is do they want to spend that kind of money on a 2B. Giants have $46M committed to next season but 4 of their 5 starters are free agents; Cueto, Gausman, Wood and DeSclafani.

They have money tied up in Crawford at SS and Longoria at 3B. Belt, Posey and Bryant are all coming off all star caliber years and they are free agents. Solano is having a solid season and 2B is easy to fill, perhaps they worry more about pitching and re-signing their guys rather than giving Semien a mega offer.

I'd say if he's going back to California, it'd be with the Dodgers. Because, ya know, they're the dodgers.
