I feel like they have to, especially not picking in the 1st round for 4 years in a row. That kind of sale can really alter a team's future, as we mostly saw from 2016-2018.
I still take Pinelli over Raty if Svechkov is off the board.

We are losing Boson and Buffalo and gaining Columbus and Carolina. We still have Washington, Philadelphia, Pittsburgh and the other lower state NY team in our division.
In our Conference there is Tampa, Toronto, Florida, Boston and Montreal.
That’s nine teams where there is only room for eight ...

No one managing the team expects this team to be in the lottery either of those years at this point. Again, if we are then something has gone VERY wrong. Rangers didn't sign Panarin so that they would be a bottom feeder team in years 3 and 4 of his contract. Dolan didn't just fire Gorton and JD so that his team could be in the lottery the next two years. And the Rangers haven't been collecting assets as a whole, including a young d man who is already a Norris trophy candidate, a young number 1 goalie, consecutive 2nd and 1st overall picks and a league MVP candidate over the last couple of years because they were still hoping for a shot at Shane Wright in 22. They weren't even close to the top pick this season and they played in the hardest division in the league. At worst they are at 15-16 against next year if they did nothing over this next offseason. This team isn't quite a contender yet but its days as a pure lottery team are done.If that is true, that is a problem. Good management should plot and plan for all situation especially since the team as it is currently constructed hasn’t proved anything.

Gorton and Co. didn’t interview Lafreniere until after they won the lottery. Didn’t trade any players even after Igor and Butch’s accident on the eve of the trade deadline.
No one could have predicted these things you say? Good management has a plan for all foreseen and unforeseen situations. That why they are paid. That’s what the monies for. Hope is not a plan.
A good think I took away from the two interviews that Drury had after he was named G.M./President was that he stated you need to be prepared.

They didn't sign those players to win now THEN. They signed them to win now over the next year forward. That time is now.Less than 240 Regular Season games since the letter.
Why Trouba, why Panarin? Why resign Kreider (Did not agree with that decision)? Not to win now but to take pressure off the kids and give them room and a chance to develop.
The team is still missing the players needed to get them through the stretches when the talent isn’t working and down the stretch when the ice gets smaller before the playoffs.
Imho it’s best not to trade for those players but instead to develop them from within. Camaraderie and pack mentality work hand in hand with players who share the same learning experience; who belong to the same organization from the beginning of their professional careers not hired guns brought in to fight the battles of others.
This takes time and if not forced should pay off with championships. Not failed attempts and mediocrity.
