Time was called first before the balk so that balk call doesn't stand, but he was rocking the entire time, if it was a balk after the time call it's a balk before the time call

MLB rule 40.6(b)(ii)(a)(2) clearly states that an active timeout is only nullified and returned to live play if a Canadian player on a Canadian-based team throws a ball that strikes a player from Korea.

This same incident happen to the Jays this year against KC, with Saunders at the plate, and Perez behind the plate. Perez through the ball off of Saunders bat, there was a runner on 1st, and the ball only went a few feet. So there was no movement on the play.
