Buchnevich has more raw skill, though I believe Duclair will be the better player.
Why do you believe Duclair will be better?
Faster, better shot, more involved in the game than Buch. Unlike Buch, Duclair is physical, works hard to win battles, and gives quite a defensive effort. That's not saying Buch is lazy, but he'd definitely rather have the puck than backcheck.
I also believe playing in CHL leagues is just better developmentally than playing in Russia.
If all goes right for both players, they have similar ceilings of 65-70 points with game-breaking ability. While Buchnevich can flat-out dominate shifts, Duclair is a more complete player, in my opinion.

Buchnevich's hockey IQ is MUCH better than Duclair's. His vision is incredible and he's capable of making some world class passes. He's also bigger than Duclair (6' 2" 176 IIRC). There's nothing he's bad at, really. He's a prototypical Russian Machine Never Break guy.
Cherepanov was a much more gifted player. Just flat out more talented than Buch. To make an NHL comparison, Cherepanov's ceiling was a better Alex Radulov. Buch's max upside is Alexander Semin.
Is Semin really worse than Radulov?
Yes, if Radulov ever gave a **** or played to his full potential in the NHL, he's a top 10 player, with high 90's in points. imo.
Semin has been a pretty consistent 70-80 point sniper, which is Buch's ceiling.
I seem to remember Cherapanov being more of guy that finishes around the net. I didn't think he had ultra-elite skills.
I'll take that kind of ceiling from a 1st rounder much less a 3rd rounder like Buch.

I don't think he's that much of a long shot. I've never seen anyone deny his skill. His draft position was a function of him having an extremely mediocre sophomore season. If that proves to be an aberration, I think he's a really good prospect.

I don't remember what it was for but him and Adam Erne were causing problems for the team and Roy didn't like it and scratched them a few games. That sent up red flags about his discipline.

How isn't Buchnevich physical? That breakaway right before a penalty shot and a play that set up the 4th goal were very physical. Considering it was a teenager vs grown men.
