Frankly, I don't see much top pair upside. But, I think he'll be a good 2nd pair guy.

That’s a development issue. For him to play on a top pair he will need to develop his defensive coverage and positional play in his own zone. That will probably define his upside more than his offense. For some teams his d zone exit speed and solid passing will be enough in that regard. Offensive zone play is negotiable. Defensive zone play won’t be and that’s where he will define his upside.
