Superiority complex? Eh I dunno...maybe the bandwagoners which is most of the Raptor fanbase.
But you can see it in this thread with just the arguments of Toronto being a world class city and what not.
I'm not saying it isn't but it is just a matter of fact that superstar athletes do not want to play in Canada they all tend to leave.
If Leonard leaves the Raptors are probably out of the playoffs and nobody will care about them again just like the Jays and Argos...it isn't really a sports town

Milwaukee, Indiana, Orlando, Detroit, Charlotte, Washington, Atlanta, Cleveland, Denver, Portland, Utah, San Antonio, Sacramento, Minnesota, OKC, Memphis, Utah, New Orleans and Phoenix are all places that FA’s also rarely go to.If they made a poll of where NBA players would want to play, Toronto would be at the bottom 5. It’s just the way it is, that’s the present culture. When people think of traveling to cities, they think of LA, NYC, Paris, London, Rome, Barcelona, Miami, heck even Vancouver would have an argument of all Canadian cities and certainly ahead of Toronto. Only people that go to Toronto is to visit family or business, but for strictly tourist attractions or desirability to live there, it’s a no. Toronto is no more interesting than say Columbus.

Toronto is a fine city. Guys are underrating it. But the reality is people are ignorant. But I don't like all the begging Toronto is doing for him to stay. Philadelphia or Boston would never. Maybe NYK but bad management.

But the Raps brass understands the reality of the situation and won't hold any ill will towards Kawhi if he heads west.

If a player bolts via free agency, whatever, the city will shrug it off and wait for the next team to bring hom a 'ship.
This summer marked Toronto's first such parade in nearly thirty years. We don't often have such impactful players in this city, so surely you can understand how there might be a wee bit of over the top excitement here.

Just speculation, but apparently Toronto management is back from LA already but their company jet is currently toronto inbound from LA. Kawhi Toronto inbound and signed today?
Well the city, not to mention the country, has more or less been an afterthought to the NBA pundits down south.
Like, "Alright, that's cute how the Raptors pulled off the miracle championship over our beloved Golden State Warriors, but surely Kawhi doesn't want to stay there. Let's figure out which California team he's signing with this summer."
The dismissive nature of the American basketball media just gets irksome at times. Like somehow the Raptors weren't supposed to do what they did, and are supposed to just slip back into irrelevance next season.
