The answer to the question is probably the most obvious one; his agent is waiting until all comparable players have re-signed in case one sets a new high $ point from which to negotiate. Trouba has essentially no leverage, he is not eligible for arbitration, his only ally is time; however, time is soon to erode as well if he wishes to play in the World Cup. Chevy has a long history of doing things at his own pace; they will most likely sign him when both parties are ready to do the deal.
