I think Diontae Johnson in Carolina could likely be on the move too. $10 million cap hit, 7 of which is base salary. As for the WR market, is Theilen in Car going to move the needle for teams? We have to think of guys near the end of their deals. If Clev dealt Jeudy, that's another big deal cap to absorb for them.
Maybe Jakobi Meyers from LV but he's missed a couple of games now. If he's ready to go before the TDL, could see him move as a #2 type WR.
If you are in need of WR, you are targeting a WR2 at least. Older Vets are more WR3/4 on a healthy squad for depth.
