Probably so the NFL after this season can say "It doesn't work" and just remove it all together. I don't think they ever wanted to allow it but were pretty much forced to after last year.

The rule is basically in there in case they need to make the call in a high-leverage situation so that no one talks about it the next day. No one will talk about that one.
