The first replay angle they show, about :30 in. You can see Vlasic flick the puck up, it seems to graze Carter's sleeve, and then it gets lost in the background. It emerges over their head at what looks to me like the same trajectory.
Also, Vlasic, immediately after the call, motions to the ref that the puck grazed Carter's sleeve.
So, borderline call sure, but close enough. Similar to some of those tripping calls where a guy gets a stick into the skates and the other player falls down; in those situations, and this one too, the refs pretty much have to make that call unless someone had a clear view otherwise. Maybe it touched Carter and maybe it didn't but if it did it didn't look like much. Thus, a penalty is called.
