Colorado or Carolina are the most likely bets, IMO. Canucks don't have the cap space without a corresponding move of their own.

Many posters stated that due to these claims Vegas owed Oilers 43,000 and then Oilers owed Vegas the same back. If the Oilers waive him again and a team picks him up does that team owe 43,000 to the Oilers?

Yeah, It was either the Stars, Hurricanes or the Avs as they aer the only teams that could have claimed him that have the cap.
