Next to the subscribe button you should see a bell. If it isn't filled in with color it means you have your notification on them going live turned off, or just hover over it and it will tell you if you want to turn it on or off depending on what you already have it to. Click it and it should notify you from now on.

It's already enabled for all accounts that I follow. It still won't tell me when they come on, when Twitch is open or closed. It's frustrating.

You can do this to turn on browser notifications if you don't want to rely on your phone or email to tell you.

Then the only other thing I can tell you to do is to install the Twitch app on your phone and it should also tell you that way when they go live I believe. Other then that I don't know what to tell you, you'd probably have to get in touch with support
