So sure, they didn't cheat and gain a competitive advantage, they just decided that not hurting their chances at winning a championship was more important than reporting criminal behavior.

Cheating is bad, but their actions transcend the game and become their own criminal acts. It makes zero sense for the league to not punish that more severely.
