They'd like to do more than they're doing but they hamstrung themselves with extremely questionable cap management.

The team is good. It’s not good enough to win a cup though. This roster is worse than last year. That’s a fact.
Unless they improve it still (which they aren’t apparently even seriously considering) it’s another wasted year. The cup winners have done nothing but improve that roster and we have done nothing but get worse.
If they don’t add it doesn’t matter how good they think the roster is, it’s not enough.

That's hilarious on their part and still part of that undervaluing, but like the other poster said (sorry I forgot who and I'm not checking lol) Forsling was waived a few times before hitting it with Florida. It's why, to me, it's on inconceivable the Devils are over looking him.
