Is there a reason why the rule can't be: the team on the roster for a given game cant go over the cap?
Injured player? who care about LTIR: you can replace him by what you want, he's not playing that night. Once you are back, team cant go over the cap, so figure who you want in the line up accordingly.

That should be the rule. Let's say the cap is 80M then every given games you can't have over 80M in aav. Still possible for teams to retain but outside of that a player is always worth is full aav even at the deadline. You increase the cap a bit for playoffs to cover for bigger lineup.
