I'm not entirely sure. The way it's worded my take is the latter. So at the least they are guaranteed the 13K.

Much better potential than 4th line center.

I have always been a big Roy fan--but based on AHL production alone I don't see how he has much better potential than Wallmark who many here think should be the 4th line center in Raleigh.
