That's what they did for a Section 31 movie? Sheesh. A Section 31 movie should've just been a thriller involving some good starfleet officer being recruited to do some dirty job(like subvert a diplomatic event or something). Just like how Bashir was in DS9.

Granted, I don't really believe Section 31 was more than a few guys. I just don't understand why a superpower like the Federation needs something like section 31. Look at all the evil admirals, heh. If Section 31 is suppose to be this real thing you think they would tell them to chill and not upset Starfleet's command structure.

Section 31 was always a dumb writer's gimmick that only worked (insofar as it did work, it's a frankly overrated arc) for a handful of episodes in one series and has in every other case been utter garbage.
 
You know that the writing is terrible when they keep using and try to redeem an irredeemable character because said character is played by a recognizable and charismatic actor that people like.

Another sign of terrible writing is trying to ape the James Gunn Guardians of the Galaxy movies without understanding how and why the characters dynamics worked. Having a monster as the protagonist certainly wasn't part of the formula.

Section 31 would have probably been worst than even The Acolyte if it had been a series like it was originally planned. They were most likely forced to scale it down to a TV movie because Michelle Yeoh won an Academy Award which led her to increase her salary demands. If she is to star in a terrible production than she might as well pocket as much as she can.
