Tampa in 5 years will still be better than Toronto. It was a smart play by Stamkos that he came back regardless of the money offered by Toronto. Yzerman building a dynasty and Stammer knows it.

Except according to the OP, 14 million was the "ask" from Stamkos' camp...not the "offer" from TO.
Since Stamkos resigned, the TO media hasn't mentioned him, why would TO need to release anything? Nobody around here is asking why we didn't get him...Hell, most of us are happy we didn't.
