How long did it take for Washington?
Kings tanked how many years? Did they even intentionally tank? They a lot of other moves go their way to win.

Chicago is the other legitimate case. But they added veterans to them to round out their talent.

I am not saying to abandon the rebuild. Do not trade draft picks. Trade some assets, not all, for more draft picks. It is ok to add talent to your youth. For all of the top 10 picks for the last 5-7 years, even top 5, how much of that has resulted in cups? Tanking doesnt always guarantee success.

You're right, tanking doesn't guarantee success, but not tanking, almost surely guarantees you won't win a cup.

And what about the teams that have tanked the last 7-8 years? Where are they? Why havent they won yet? It took Ovechkin what 12 years?
 
You are quite clearly angry if your writing style is any indication of the actual language you're intending to use. But I'll entertain.

Consider key players on past cup winners and where they were drafted:

2018 - Capitals - Ovechkin (#1), Backstrom (#4)...also Kuzy and Carlson both late 1st rounders.
2017 - Pitt - Obvious - doesn't need to be listed
2016 - Pitt - See above
2015 - Chicago - Kane (#1), Toews (#3)
2014 - Kings - Doughty (#2), Kopitar (#11)
2013 - Chicago - See above
2012 - Kings - See above
2011 - Bruins - The only team that fits your agenda
2010 - Chicago - See above
2009 -Pens - See above

Of the past 10 cup winners, there has been one team that achieved it without a top 2 draft pick playing a major role.

There's also teams with multiple top 3 picks - Florida (13 & 14), Buffalo and Edmonton that haven't won anything and don't appear to be that close to winning anything. You can make the argument for either. Basically three teams won with top picks and a bunch haven't.

When I was an intern I assumed my first trade deadline would look like the Stock Exchange.

In reality it feels more like very disorganized conference call.

The most exciting disorganized conference call for those of us hitting F5 every 10 seconds
