Tampa is not some miracle of player development. They just used the proper formula to create a winning team.
First, they sucked. Because of that they drafted high in the draft often and selected good players. Even if the first rounders don't work out, which all of their didn't, they still picked high and often in round 2 and 3 which yield good players. Something the Rangers are good at.
Second, they acquired and signed high quality, gritty, reasonably priced veterans that had either won a cup or came damn close. This helps insulate their young players and show them what it takes, as well as creating great depth.
Third, they used their picks in years they knew they had a shot at winning to acquire the finishing touches. Now, this part is important, you do NOT trade 1st round picks until the last possible minute to acquire players to help win. If you do this too early you wont have the necessary reinforcements when you need to move out some of the older players. The Rangers are a good example of a team that traded those picks too soon.
Fourth, they won. Twice. Haha
This is probably why I am a big advocate of trading for Tarasenko and, if possible, adding Bortuzzo to the deal. Goodrow, Blais, Tank, Bortuzzo all cup winners. Trouba and Panarin have been in the dance. Kreider and Z are veteran Rangers that have been to the playoffs. This is a good foundation to build the winner people want to see will adding prospects every year as they are ready.
