Not saying that is the case with Miller, all signs point to him not being remorseful or apologetic to the kid he bullied, but people can certainly change from age 14.
What you did is pretty damn tame and is what every kid mostly went through around that age. What Miller did was beyond bullying and crossed the line into physical and mental ABUSE and would be considered a hate crime. He also did it for YEARS! Despite having smart and loving parents who taught me better, I was occasionally mean to those not in my direct circle. Now looking back twenty years later, I regret the way I was and I am now passionate about helping the underdog. My point to all this is people change and mature. Sounds like there was another fellow involved in the abuse too, but he (like any normally socially developing person) expressed remorse in a tear filled apology.
