I mean he brought in that whole core. And Bowman can't seem to keep that team in a good cap situation either
He drafted Kane 1st overall and Toews at 3rd, which every other GM in the league would have done. The rest of the core was drafted by Pulford prior to 2005. During his tenure, Bowman has proven himself to be far better in the draft, scouting, and trades. He cleaned up the mess left by Tallon such as the Campbell/Huet contracts and retooled the hawks into a perennial contender that led to two more cups. He may not have directly drafted the original core (though he was director of hockey operations and assistant GM since like 2001, which everyone seems to forget) but just look at his draft history since then:
2010: Kevin Hayes and Stephen Johns
2011: Saad, Shaw, Danault, Shalunov
2012: TT, Fournier, Ross, Hinostroza
2013: Hartman, Hayden, Louis
2014: Schmaltz, Snuggerud, Sikura
2015: Knott, Dahlstrom
2016: DeBrincat
2017: Jokiharju, Mitchell, Soderlund
All of which were drafted after the 18th pick overall, and have since become either bonafide NHLers or very good prospects.
He turned Cam Barker into Nick Leddy, a couple of draft picks into Johnny Oduya in 2012, and Dahlbeck into Vermette in 2015. On top of that, he picked up both Panarin and TVR as undrafted free agents. Pulford and Tallon's core won us the cup in '10, but Bowman's moves since then made the cups in '13 and '15 and the continued success since then possible.
