Agreed, small not overly fast or quick, dont really see what he would end up becoming in the NHL. So many small d men in the system for Ottawa, going to be really easy to play against. Both him and Thomson have struggled in this tournament.

It's IIHF -rules. I don't think there is anything wrong with this hit but if you graze someone's head and he gets hurt that's pretty much automatic major with these rules.
