Don't agree with this. I think it's pretty clear he propelled the ball forward, whether consciously or unconsciously. There wasn't enough pace on the initial effort on goal to move the ball back as much as it did without his arm moving.

It’s a pretty close call but I think it was more of a bounce than a scoop.
