They didn't determine it was deliberate. Read the rule again. It doesn't matter if it's deliberate. He's supposed to be sent off anyway.
It does matter if it's deliberate. Did you just ignore the handball rules? They either called that deliberate or considered his position unnatural. Considering his leg was raised to play the ball unnatural would be a ridiculous call, so they clearly called it deliberate.
  • deliberately touches the ball with their hand/arm, for example moving the hand/arm towards the ball
  • touches the ball with their hand/arm when it has made their body unnaturally bigger. A player is considered to have made their body unnaturally bigger when the position of their hand/arm is not a consequence of, or justifiable by, the player’s body movement for that specific situation. By having their hand/arm in such a position, the player takes a risk of their hand/arm being hit by the ball and being penalised

Buddy, it hits his thigh clearly, what did he manage to get his arm up and react in a millisecond to then get an intentional touch on it?
Don't understand the confusion. If hits his thigh, into his arm, which then propels forward. Could have been reflexive more than intentional, and I'm not totally convinced it should be a red, but it definitely happened.

At full speed and from the front angle it looks like he's trying to chest it after it bounces off his thigh. The slow motion side angle makes it look much worse than it was.

You left out the word "unnaturally", I assume on purpose.

This is his body position when the shot is taken:

None of those are unnatural positions, so the only argument here is that this was a deliberate handball.

I’m watching the same angle.

His hand moves after it contacts the ball, not before.
Which is kind of the point. The ball wasn't moving at pace. If he does nothing the ball just plops on the goal line versus moving a yard forward.
