The interview period was eliminated in 2020.

Unless it’s actively reported, we don’t know if teams give permission to players ahead of time. If Carolina has essentially moved on from Pesce, it seems purposeless not to let him get a head start. It was reported that the Canes did this with Dougie Hamilton in 2021 (Link).
Here's a lebrun nyt article about it: From 2020

amusingly enough, the nhlpa pushed for it because agents complained it gave teams too much control and they weren't overspending due to pressure on day 1. (They said - more like it didn't let them work in shadows)

If you try and wait, the value you can get for a 9 mill aging hamilton will unfortunately end up being likely nothing, or even potentially negative.
A few things happen on July 1st 2025:

-The Devils give Hamilton his 10M signing bonus for 2025-26, and he'll only have 1M in actual season salary that season
-Hamilton's NMC becomes a 10 team trade list

That means on July 2nd 2025, Hamilton will only have 15M in actual money owed over the final three years of his deal and can be traded without asking to waive. It will become quite easy for the Devils to move that contract after next summer, especially if he bounces back with a season like the one he had in 2023.

If they wait another summer, July 1st 2026 they pay him a 7.4M signing bonus. So July 2nd 2026, he will have only 6.25M in actual money remaining over his last two years.

Even if he doesn't bounce back, there are always rebuilding teams looking for high cap/low salary players to help them reach the cap floor.

Giving Pesce the bag instead of going after Roy who is really good and will be on a wayyyyy better deal. I have no faith in Fitz doing anything because strictly chasing size and physicality now

I don't think that rebuilding teams are on Hamiltons trade list. Of course you can put him in waivers and hope someone takes him like SJ took Goodrow but I don't think that it is easy to trade him at any point.

What kind of contract Pesce will get? Something like 5x6m or even more?
