The awards voters were confused about which position he played, so some of them voted for him at LW (where he played most of his career), and some voted for him at RW (which is where coach Adam Oates made him play that season).
It was 2013, the year he won the Hart. 133 people (correctly) voted for him at RW. 45 people (incorrectly) voted for him at LW. One person apparently didn't vote for him at all. Had everyone voted for Ovechkin at the correct position, Taylor Hall would have picked up a 2nd team all-star nod. I remember the NHL quietly released the voting results right before the Canada Day / 4th of July long weekend. I think they were embarrassed by the result.
I don't think it's really a career accomplishment for Ovechkin. It just means the voters didn't follow the Capitals closely enough to realize that Ovechkin changed positions.
