The next CBA could very much mark the end of the "legal" hit to the head.

It's about time they got rid of the hands and elbows to the head and gratuitous head shots in scrums.
They will never completely clean up the shoulders to the head as first point of contact even if it becomes an auto five and a game.

I would be starting to look at Lou stepping down at this point. Lou got Trotz, Lambert and now Roy with his core as it is. The core is not good and is caught in the no-man's land.
