I don't think they should be able to head the puck in. Sticks and faces will both be trying to hit the puck. It's a recipe for disaster. It's the same reason why kicking it in isn't allowed. Having all these people kicking at the puck is dangerous af. It would lead to way more Mikheyev type injuries.
