The offer sheet was just made, season has been over for two months every other clubs got their RFA's signed for decent contracts

But Bowman saw that Hjalmarsson was an integral part of the Hawks…

Agents of other teams have been able to talk to players for those 2 months. The Blues didn’t just wake up this morning and say “f*** it, let’s f*** up the Oilers cap today”. This thing has undoubtably been in the works for some weeks hence why the two players hadn’t signed yet but we’re waiting on the offer sheets to transpire.
These players obviously knew the Blues were going to offer something.Why would they take less money, and MUCH less in Broberg's case?
