It's unfortunate, but not all that surprising what has become of Rousey. She was a good talent that dominated a division in its infancy. Now that some quality female fighters have entered the fold, she no longer stands out.
No matter, she will always have the claim to being the first legit female draw in combat sports history. Considering her love of wrestling and still not insignificant celebrity I actually wouldn't mind if she was the center of a WWE storyline, provided she would be the one to put Steph in her place.
Her name is still marketable, if Vince still has some business savvy left, he could create a good program around Rousey. I think we can all agree that we've seen worse celebrity-themed stories in Wrestlemania season history.
After all, this company reached its peak featuring a Mike Tyson that had been ktfo before WM14.
WWE has no problem milking the star power of several ped users, why should they be too proud to feature a woman who lost 2 legit fights in embarassing fashion?
Besides, how is Goldberg not a broken star by that definition? Rousey reached her peak of popularity in 2014, Goldberg reached his peak of popularity in 1998.
