This seems like one of those things that should've already been illegal...
There usually is "treason" in the law books, but you have to be a citizen for it to apply on yourself. This may sound bit silly, but I'd guess it has been easy to do such an oversight that the "treasonous" actions done by a foreign national haven't been criminalised. Pinchin' classified documents would be a crime, but merely receiving classified documents from a traitorous citizen is not, until now.
I guess if you list people who would like to be rich man, the ones producing Fiddler would be pretty close to the top.
