I'm aware it happens in scrums all the time. I'm talking about that specific situation. One team with the goalie pulled. Than a player from the team trying to hold on literally holding onto the player which happens to be the other teams probably most lethal option. The ref didn't even have his arm up but say he did want to call a penalty it would mean nothing as the clock would be almost run out. Teams are down by one goal all the time and you don't see blatant and obvious as that was.
