I think Jass elbow did in fact hit the neck. I think 2+10 was fair enough. A couple of inches higher and it would have been 5+20 and probably a couple of game suspensions for Jass - in such scenario I wouldn't want to imagine what would have happened to the Belarus player. The hit was dangerously close to the head.
