Considering the hype I wouldn't say so, similar situations as Panarin had in the KHL. Look at Gusev's numbers this season, it's normal to have high expectations.

he's no better than omark. is he a solid second liner too? playing on the stacked team against teams which are ten/twenty times poorer might be deceptiveMaybe Tampa agrees with you, which is why they've not made a strong offer.
I think Gusev is at worst a solid second line winger in the NHL.
