No, I'm saying that Waddell might say he's 99.9% when he in reality has no reason to be so confident. GMs lie to the media all the time, it's part of the job description, so it's not a strech to call him a liar anyway.
Also if I'm Fox I would definitely go to free agency. He's already planning on playing the whole season for Harvard. After that it makes no sense to just sign with Carolina no matter how much you like the org. I think someone said in this thread that it would eliminate a year from his ELC, but that's not really a point, since his ELC would be only 2 years if he goes to free agency. It would be better to take the Vesey route and see everything that is on the table. If his advisers aren't telling him that, he needs new advisers.
With all that said I still hopes he signs with the Hurricanes.
The UFA day for college player is August 16th and being 22 at time he would serve the 2 years ELC. Signing the 2 year ELC in spring 2020 (or the 3 year ELC in spring 2019) would allow him to burn a year off the ELC and be RFA in 2021 instead of the 2022 which it will be if he goes the UFA route.

now if he signs ($925k Salary + $850k max Schedule A Performance Bonuses). He probably would unlock some of the $212.5k bonus categories to actually get the money.
Going UFA and the bidding contest, he
can get the $2M Schedule B Performance Bonus on his SPC and the $3.775M AAV to brag about, but like with Vesey he won't actually see any of that money on his bank account on account of not being the world-burner League top 10 Defender he would need to be to unlock the $2M.
And I would mock him like I mock Vesey for being a Cap anchor.
Going UFA is only good for if you want to go to a specific team.
