I assume Bordeaux gets all the income from stadium as tenants. If so, annual rent of 3,85M to city doesn't seem so bad.Bordeaux' stadium isn't theirs.
Their debt is superior to the players' value.
Edit: read from some of the links, that City gets part of the income from concerts etc, but on the other hand taxpayers pay estimated 4M annually for stadium maintenance.
Wikipedia mentions an arrangement below, but based on that, not sure how the construction company profits from their 114M investment. Surely they would have been interested selling their share of the ownership.

- Redevance annuelle : 3,85 M€ sur 30 ans versés à la Ville de Bordeaux
