They're not. He's been lauded for drawing penalties this season, tonight's game notwithstanding.

I've watched many games recently where they refuse to call penalties when he's been abused... so I'm not just going by stats.

I iso on Kostin a lot every game because he's a player I feel is underutilized by Woody so I see how many times he is abused as well.

We'll have to agree to disagree on the "quality" of reffing when it comes to Kostin.
