I think if they can parlay Spence into a good, big, physical, defensively stout RHD, they will do so.
But there's no world in which Spence is dealt without a top 4 RHD coming in to fill the void, be it directly or indirectly.
In an ideal world, I think Ottawa would sign Spence to a mid-term deal while also acquiring a 4/5 RHD who is a better stylistic fit with Chabot, like Whitecloud. A bottom 4 of Chabot-Whitecloud, Kleven-Spence, where the "bottom 3" all 16-19 minutes every night, depending on need and special teams, seems like the ideal scenario.
