The Horseracing Integrity and Safety Authority on July 28 updated its policy regarding provisional suspensions of trainers that have been triggered by the initial finding of a banned substance in drug tests.​
The change delays the provisional suspension in many cases until the split sample (B sample) confirms the initial finding. Trainers who do not request a split sample (which they are responsible to pay for) will continue to be provisionally suspended under HISA rules.​
The updated rule comes one week after the provisional suspension of trainer McLean Robertson was lifted after the split sample failed to confirm the initial finding of a banned substance. Robertson was provisionally suspended July 3 and notified on July 21 that the split sample failed to identify the substance. Horses he had entered when notified of the initial finding were ordered scratched and he was forced to transfer his horses to another trainer. Robertson has horses entered July 29.​

  • Handle: $32.07 million despite inclement weather for much of the second half of the race day.
  • National TV: Three hours on FOX-TV.
  • Race 1: Carson's Run (Dylan Davis/Christophe Clement) won what was a good opening race with mostly first-timers and strong sires. A son to Cupid, the winner shined at 5-to-1 from the barn of turf specialist Clement's barn.
  • Race 8: Elite Power (Irad Ortiz, Jr./Bill Mott) nipped Gunite (Tyler Gaffalione/Steve Asmussen) by a head to win the $350,000 Grade I Vanderbilt Handicap. Elite Power received a 108 Beyer for his efforts. He is 11 8-0-1 lifetime and with victories in his past eight races. The 5-year-old son to Curlin has surpassed $2.6 million in earnings.

  • Race 10: Forte (Irad Ortiz, Jr./Todd Pletcher) withstood an inquiry involving place horse Saudi Crown (Florent Geroux/Brad Cox) to win the $500,000 Grade 2 Jim Dandy by a nose in a thrilling climax. Consensus seemed to think that the winner should have been DQ'd and much controversy ensued into the next day. Both horses received a 105 Beyer for their efforts. The short field was critical for betting injuries and trainer Cox had three of the five entered; however, the race itself was magnificent. Forte, the pre-race favorite in the 2023 Kentucky Derby but scratched (one of five, the most since 1936), is now 9 7-1-0. The 3-year-old son to Violence has earned more than $2.9 million.

  • Race 12: The $1 Pick 6 returned a mammoth $229,000+.
  • Dylan Davis rode three winners. His sisters, Katie and Jackie finished 1-2 in the 11th race.,
  • Irad Ortiz, Jr. won both graded stakes.
Monmouth (New Jersey):
  • Feargal Lynch visited New Jersey for two rides, both stakes, and returned to his Maryland-base with two winners.
  • Race 8: Admidst Waves (Feargal Lynch/George Weaver) won the Colleen Stakes.
  • Race 9: Occult (Fergal Lynch/Chad Brown) won the $250,000 Grade 3 Monmouth Oaks by a gigantic 10+ lengths.


Laurel (Maryland):
  • Card: Five of the ten races were $100,000+ stakes.
  • Race 7: Be Better (Sheldon Russell/Brittany Russell) won the $100,000 Deputed Testimony Stakes. The colt has won three-in-a-row and is 5 3-1-1 since a move from Todd Pletcher's barn. Deputy Testimony lived to the ripe age of 32 and won 11 of 20 starts including a victory in the 1983 Preakness Stakes when the Maryland-foal was ridden by Maryland-born Donnie Miller. Jr. Short field after scratches but two of the runners came from the imposing barn of Jamie Ness including a 1-to-5 shot that went down. When you need Sheldon to ride...and now! The brilliant hubby-wife couple with Brittany interviewed afterwards.



Del Mar (California):
  • Handle:
  • Race 1: Heartland (Juan Hernandez/Bob Baffert) won the opener in a race filled with first-timers. A 2-year-old son to Justify, the handsome colt costs $575,000.

  • Race 8: Senor Buscador (Geovanni Franco/Todd Fincher) rallied strongly at 13-to-1 to win the Grade 2 $300,000 San Diego Handicap.

  • Race 10: The Chosen Vron (Hector Berrios/Eric Kruljac) won the $400,000 Grade I Bing Crosby Stakes by a head in a field that was deep in talent. The 5-year-old California-bred has won a remarkable eight straight races and sports a stellar 17 13-1-2 lifetime mark.

Woodbine (Ontario):
  • Race 8: Tyson (Rafael Hernandez/Josie Carroll) won the Grade 2 $175,000 Seagram Cup.

Saratoga (New York):
  • Meet Handle: $276,963,024 which is off slightly, Reduced fields and certainly weather-related havoc are causes.
  • Dylan Davis won twice. He has won five of 10 starts the past two days.
  • Jose Ortiz rode three winners.
  • Irad Ortiz, Jr. had a very noticeable awkward day. He was winless in eight starts going 8 0-1-3. Perhaps yesterday's controversial no-DQ decision affected him as he also was DQ'd earlier in the week.
  • Race 4: Alys Beach (Tyler Gaffalione/Tom Amoss) debuted to a win by a head over Life Talk (Irad Ortiz, Jr./Todd Pletcher). The $1.2 million Mugen (Joel Rosario/Steve Asmussen finished third. It was another intriguing race for those of us who follow young sires.

  • Race 7: Jerry the Nipper (Jose Ortiz/Chad Brown) beat Kuramata (Flavien Prat/Todd Pletcher) by a neck, horses owned by Mike Repole and Peter Brant, respectively, in a battle of "big boy" connections.
  • Race 9: Channel Maker (Manny Franco/Bill Mott), sent off 15-to-1, wired the field and won the $250,000 Grade 2 Bowling Green Stakes. He won this race in 2018. Channel Maker, bred in Ontario to an English Channel mare, is 54 10-6-5 with over $3.89 million earned. Verstappen (Declan Cannon/Brendan Walsh) placed at 18-to-1. Rebel's Romance (Richard Mullen/Charlie Appleby), bred in Ireland and racing in the US for just the second time in 14 career starts (9 wins), has earned over $2.99 million and was a logical selection. He was sent off the favorite but clipped heels, lost the rider and officially was last. Mullen was taken to a local hospital but the initial report seemed positive as the rider was moving all extremities and conscious. The horse was caught in good shape.

Del Mar (California):
  • Handle: $21 million.
  • Hector Berrios rode three winners.
  • Race 8: Gold Phoenix (Hector Berrios/Phil D'Amato) won the Grade 2 $250,000 Eddie Read Stakes and with it topped an all-D'Amato superfecta. His four horses finished 1-2-34 of the nine that ran.


Woodbine (Ontario):
  • Card: A very extensive card which went beyond 8:00 pm ET.
  • Roger Attfield trained three winners among the four he sent out.
  • Mark Casse added two wins to his runaway lead in the trainers' standings. He has 53 victories, 21 more than his closest challenger.

The combined injury reports on Richard Mullen is that he suffered a broken collarbone, a fractured thumb, multiple rib injuries, bleeding on lungs and broken vertebrae. He is moving extremities, that seems to be the positive. Mullen was injured at Saratoga yesterday. His mount is pointed to the Arlington Million at Colonial Downs (VA) for August 12.

Also, separately, Jose Ortiz and Irad Ortiz, Jr. have both been suspended for riding infractions in different races. The suspensions will be served August 9-11 for the brothers.

I expect a huge handle at Meadowlands for Saturday's rare afternoon card. Quite the scene expected for Hambletonian Day, the largest event for harness racing in the US. Meadowlands has been one of the most prosperous tracks in terms of handles in North America this year.

  • Race 9: This is one for the ages. The $2 superfecta returned over $96,000 with the top four sent off at odds of 4-to-1, 19-to-1, 9-to-1 and 30-to-1 (the only first-timer in the race). Strange things happen when favorites run off the board. The $2 Pick 5 paid over $79,000.

  • Re-scheduled Card: Ellis ran today to make up for one of the canceled days last week.
  • Race 5: Song of Norway (Walter Rodriguez/Wesley Ward) debuted to a gate-to-wire 4-length romp as the favorite in a maiden win. I like what I saw. Ward specializes in a high strike rate with babies -- 29% with 2-year-olds this year, up from his 24% lifetime mark and magically 30% with first-timers in 2023 -- the 2-year-old daughter to Flatter looked good today. Next stop: Kentucky Downs?

Turf Paradise (AZ) is likely not to run again in 2023. The meet was to begin in November but there is an ongoing issue pertaining to sale of the property. Initial reports indicate racing will continue there during the first part of 2024, depending on finalizing any agreements to the sale, and perhaps more extensively elsewhere in a state that is hurting immensely.

Oaklawn (AR) is one of the best operated tracks in the land. Today, the track confirmed a 66-day meet from December 8 - May 4 with a substantial 20% increase in purse structure. That is the largest percentage in the track's 119 years of operation. The Cella family does an exceptional job of promoting the sport and the mostly weekend racing has a sizeable following, much of which is centered about Historical Horse Racing Machines and how that mechanism funds purses. The total purse money is $60 million.

  • Handle: $17 million.
  • Bill Mott won with the first three horses sent out and finished with three wins with five starters.
  • Jose Lezcano rode three winners.
  • Race 1: Get Spooled (Jose Lezcano/Bill Mott) debuted to a win. Mott, never known as a 2-year-old specialist, is 10% this year with first-timers, 5% with first-timers on turf, and 2% going longer than a mile. Those numbers meant nothing here.
  • Race 9: McKulick (Irad Ortiz, Jr./Chad Brown) won the $250,000 Grade 2 Glens Falls at 4-to-1 and among the defeated was prohibitive favorite War Like Goddess (Joel Rosario/Bill Mott) sent off at 1-to-2 who entered with 10 wins in 15 lifetime starts. Klaravich Stables (Seth Klarman) was the winning owner and for the 10th time in the past 24 starters sent out. The outfit has won 7 of 19 at the Spa this meet, a successful 19 7-4-4 (37%/79%).

  • Race 10: The $1 Pick 6 was nailed for over $176,000.
Del Mar (California):
  • Race 8: The $.50 Pick 5 was hit for $185,000+.

  • Brittany Russell broke out of her massive 11-race slump with two wins (Delaware and Colonial) among three horses sent out. She ended the day 3 2-1-0 and oddly was without a starter at her home track in Maryland. She is zipping along with a 63% strike rate hitting the board in 2023.
Saratoga (New York):
  • Races 8-11 Canceled: Heavy rains canceled the last four races on the card.
  • Race 7: Elusive Princess (Flavien Prat/Jean-Phillippe Dubois) won one for the home team as the French-bred recorded a victory in the Grade 3 $400,000 Saratoga Oaks in her North American debut. The US-based rider was born in France. I believe that is the first starter in the USA for the French trainer. Elusive Princess is 8 4-2-0 lifetime and will remain in the US and be trained by Arnaud Delacour.


Gulfstream (Florida):
  • Edgard Zayas rode four winners on board five mounts. He is 8 6-1-1 combined since the latter half of Thursday's card.

Oh no. The worst thing possible just happened. Maple Leaf Mel, clear of the field, breaks down literally right at the line in the Test Stakes. I mean, at the line. Joel Rosario thrown across the line.

She’s been euthanized. RIP.

White Abarrio wins the Whitney by 6 lengths. Cody’s Wish at 2/5 didn’t start well and didn’t run well and maybe doesn’t run 2 turns well.

Rick Dutrow winning trainer fresh off his 10-year suspension. Looks like he used the time to get in better shape.

  • Maple Leaf Mel: What should have been a terrific afternoon turned into despair with the appalling turn of events involving Maple Leaf Mel in the Test Stakes. The 3-year-old Cross Traffic New York-bred filly was such a marvelous story and how it related to cancer-stricken new trainer Melanie Giddings. A heart-wrenching moment as the filly broke down steps for a potential victory. It is among the most sickening moments I have seen in the decades of following any sport. This should have been a euphoric day across not only New York but the sports world and especially for anyone who has been afflicted with any form of the disease. Rest in peace to the beautiful animal and no words will mollify that stable right now or in the future. All deserved better! Life can be unfair, unforgiving and cruel far too often.

  • Handle: More than $39 million.
  • Tyler Gaffalione, Irad Ortiz, Jr. and Jose Lezcano rode two winners.
  • Chad Brown trained two winners.
  • Race 1: Trade Imbalance (Irad Ortiz, Jr./Chad Brown) debuted to a win with an entertaining and perhaps awkward battle involving Agate Road (Luis Saez/Todd Pletcher). Huge connections on the mounts and training but also the ownerships of Klaravich and Mike Repole, respectively.

  • Race 2: Just Steel (Joel Rosario/Wayne Lukas) was the lone also-eligible in the race and the $500,000 Justify baby broke his maiden in a tough battle against Be You (Irad Ortiz, Jr./Todd Pletcher). We will hear more from both horses as the weeks turn into months.

  • Race 6: Cogburn (Ricardo Santana, Jr./Steve Asmussen) won the $300,000 Grade 3 Troy Stakes at odds of 7-to-1. Asmussen, the winningest trainer in North America history, sent out nine horses today and only one hit the board, this winner. Among the defeated was Caravel (Tyler Gaffalione/Brad Cox), the lone female in the race, who sported a remarkable 23 15-0-3 record and was sent off the favorite.

  • Race 7: Smokin' T (John Velazquez/Shug McGaughey) won the $135,000 Lure Stakes. The War Front colt had never won a stakes prior to today.
  • Race 8: Pretty Mischievous (Tyler Gaffalione/Brendan Walsh) won the $500,000 Grade I Test Stakes by default when Maple Leaf Mel (Joel Rosario/Melanie Giddings) broke down steps from what appeared to be victory. I don't believe there was a winner's circle moment as the sickening moment was instantly draining. The jockey was hospitalized with minor facial injuries. The young trainer had battled cancer and this horse was a healing gift. The winner is 9 7-1-1 lifetime and has three straight Grade I wins. Life is unpredictable and oftentimes harsh.
  • Race 9: Program Trading (Flavien Prat/Chad Brown) won the Grade I $600,000 Saratoga Derby. The 3-year-old colt, bred in Great Britain, is 3 3-0-0 lifetime.

  • Race 10: White Abarrio (Irad Ortiz, Jr./Richie Dutrow) won the $1,000,000 Whitney Stakes and with it received an invitation to the Breeders' Cup. White Abarrio improved to 14 6-1-3 and last won a graded stakes in April 2022 when he prevailed in the Florida Derby, one month prior to finishing 16th in the Kentucky Derby. The trainer, who recently returned from a 10-year suspension, turned 64 years of age today.

  • Race 12: With Jose Ortiz picking up the late mount for injured Joel Rosario, a 15-to-1 shot landed someone a winning $1 Pick 6 ticket for more than $367.000.
Monmouth (New Jersey):
  • Jairo Rendon rode three winners including two for Kathleen O'Connell who at the age of 70 recently became the winningest female trainer in North America history. Rendon is an interesting story. He owns a 210-acre farm in his home country of Colombia, where he will stay during the U.S. winter months, but return for the 2024 Monmouth meet because he enjoys New Jersey life.
  • Race 8: Swirvin (Trevor McCarthy/Saffie Joseph, Jr.) won the $106,000 Jersey Shore Stakes.


Meadowlands (New Jersey):
  • Hambletonian Day Handle: $7,805,779 was bet on the card of which $1.09 million was bet on the feature race. The total handle established a one-day record for the event in its 98th edition.
  • Total handle for 2023: $203,794,252 which is a significant total for harness.
  • Dark Days: Until live harness racing resumes Friday, September 1.
  • Scott Zeron drove three winners.
  • Race 12: Tactical Approach (Scott Zeron/Nancy Takter), from the supposedly disadvantageous outside post #10, won the 98th edition of the $1 million Hambletonian, the biggest harness race in North America. The win was the third victory in this race for the 34-year-old rider, all in the past eight years. The trainer, whose father won this race four times, celebrated with him following the victory. It was the sixth win in 14 starts for the colt who earned $500,000 for his owners. The $1 Pick 4 paid over $17,000. The $2 Pick 3 paid over $3,500.





Gulfstream (Florida):
  • Edgard Zayas added four wins to his incredible run. He is 16 10-1-1 the past 2+ racing days.
  • Saffie Joseph, Jr. had a triple-win day at Gulfstream and four winners across multiple tracks. He finished 6 4-1-0.
Belterra (Ohio):
  • Perry Ouzts, at the age of 69, rode winners in consecutive races 3 and 4.
Ellis Park (Kentucky):
  • Rafael Bejarano rode three winners.
  • Florent Geroux rode winners in two of the three Kentucky Downs preview races.
  • Race 7: Bay Storm (Florent Geroux/Jonathan Thomas) won the $200,000 Kentucky Downs Preview Mint Ladies Turf Sprint Stakes.
  • Race 8: Wadsworth (Florent Geroux/Brad Cox) won the Kentucky Downs Preview Dueling Grounds Derby.
