This is just a formal procedure. I believe all of these players were qualified RFA's who signed deals to play in Manchester during the lockout.
Hickey is still in the Kings plans, as is Campbell. Hickey signed a one year deal with the Kings this past July, then signed a separate deal in September to play in Manchester. In order to stay on the Monarchs roster now that the lockout is over, he and the others must formally clear the waiver process. Now that recall is done with, they could be brought back up once they clear the initial stage.
