They explained it on Sportsnet. Linesman can call a penalty if there is an injury on the play. Tanev was cut therefore there was an injury on the play. The linesman told the ref who didn't see it and allowed the goal to be scored. Upon receiving the information from the linesman and seeing that indeed Tanev is cut ref can check the replay for a major penalty instead of having to take the linesman's word for it. So they went and saw the replay. Penalty was obvious therefore the goal is, also obviously, called off.But it wasn't and isn't a reviewable play. Freidman just explained the call. It is weird but correct application of the rulebook. Linesmen aren't allowed to blow down play for a penalty. They can tell the refs what they saw after the fact.
