Looked clean to me. Devastating, but clean hits often get penalized.

In the NHL maybe. In international hockey, any hit that hits the head first is not clean.

There was no upwards momentum to the hit though and I think you are over looking that. The key factor is the height difference of the two players or that is a shoulder on shoulder hit.

The rule specifically says that the onus of not making head contact is on the hitter - the height of the player being hit is irrelevant. You’re overlooking that.

Any hit, where the primary point of contact is the head, is not a good hockey hit.
