As per the NHL CBA, 18.7 Fines. (b), a fine may be in an amount up to 50% of a player's (averaged) salary, divided by the number of days in the regular season, but in no event may it exceed $10,000 for a first offence (or $15,000 for any subsequent fine within the rolling year).
I.e., the max fine the League can give is $10,000/$15,000 depending on if they are a repeat offender or not.


With that said, the NHL DoPS then goes on to contradict itself by publishing articles such as the article announcing Rasmus Andersson's fine (here), wherein they say Andersson was fined the "maximum allowable under the Collective Bargaining Agreement", $5,000.
$5,000 is the maximum the League can hand out without having to offer a telephone hearing (CBA 18.7 (d)).

Offering a telephone hearing would allow the player to refute the case, and the DoPS would have to prove their point and counter argue. In this instance, they can simply slap the fine down without further process.

I've seen multiple game suspensions for less egregious hits.

But I guess since the headbutt came during a fight, it's just considered a fighting technique.

It's a stupid play, but the headbutt didn't actually make contact... I'm guessing that reduced it

NOTE: I think that was actually Yamamoto's glove to his own face, not Andersson's

It was definitely a hit from behind. Yes a penalty and maybe suspension worthy but what baffles me the most is that the Ducks player was totally oblivious. The players in today's game have no clue how to protect themselves. In fact they put themselves in vulnerable situations. Players need to be more aware on the ice.
He was not even eligible to be hit by Paquette, let alone he saw nothing but numbers from center ice. Seems to me you're fully out of loop what "today's game" means and much more oblivious than Zegras.
