I will say I wouldn't have had a problem with Havertz having to retake that penalty. How often can you just stop in the middle of the run-up before a ref calls it off?

AFAIK, since a few years you are allowed to pretty much do whatever you want in the run up. Only once your leg is planted for the shot, you may no longer delay the shot itself.
