What's the rulebook say about hits from behind like that? Genuinely asking.

I believe it's this:

A check from behind is a check delivered on a player who is not aware of the impending hit, therefore unable to protect or defend himself, and contact is made on the back part of the body. When a player intentionally turns his body to create contact with his back, no penalty shall be assessed.

This link was from 2014, so I don't know if it's since been updated. Guessing they thought Fox turned intentionally?

That “intentional” part of the rule is stupid af. Unless you’re being controlled by a remote control, everything they do is intentional. Who unintentionally decides to turn? I never turned around and had to say, “oh my bad, I didn’t mean to do that.”

The distinction is "I'm going to turn around to do some hockey thing" versus "I'm going to turn around so this guy gets a penalty."
