NHL needs to change that rule.

People tend to "stop playing" when they hear a whistle. Heck, in beer leagues some even stop playing when they expect a whistle. Got scored on like that last game after receiving a hard slapshot on the mask, people expected the ref to stop the play so they all stopped playing except the guy who put the puck in the net.

You simply can't change that rule.
